v4 Plugin Bundle

The Plugin Bundle is a development kit for building v2 plugins. It covers the six plugin APIs — router, media, files, storage, admin and auth — with the hello-world reference plugin as a runnable example. Concurrency is built in: flock section locks and rev optimistic locking on every Collection item.
